NY METROPOLITAN
DISTRICT GIRLS' BASKETBALL RULES
NOTE: Super
Regional qualifiers for DI National Championships must also
participate in the District Championships to attend the National
Tournament.
GIRLS' BASKETBALL COMMITTEE
PROCEDURES (revised

)
Definitions:
Active Club - A club that has participated in 2 sanctioned
tournaments or either the "A" District Championships or the
"B" sub-regional tournaments.
Voting privileges in District Girls' Basketball Committee (GBC)
meetings:
Only active clubs may vote in the GBC meetings. Each Club has one
vote provided they have met the requirements for being an active club.
Voting privileges regarding any and all issues pertaining to
the "A" District Championship
An
active club receives one vote per team entered/competed in the prior
year's "A" District Championship.
These voting restrictions do not pertain to the Metropolitan AAU
District meetings. Any
club registered with the Metropolitan AAU has full voting privileges in
the District meetings as outlined in the most current AAU codebook.
The official website for New York Metropolitan AAU Girl's Basketball is:
www.nyaaugirlsbasketball.com and the District Sports Chair will act
as webmaster as voted by member clubs.
I.
Game Rules for DI District Championships:
A.
The blind
draw will be done on the third weekend of April. The GBC chairperson and two
GBC members will draw for ALL age groups at a time/date/location designated by the
chairman. If the Tournament Director is unable to attend the draw he/she
will be responsible for making sure the Sports Committee chairperson has
the names of the teams entering the District tournament they are
hosting.
B. All
age groups for will be Pool Play format with a 4 game
guarantee.
C. The
previous years 1st and 2nd place teams will carry a
seeding into the next age group. If either one is missing the 3rd
place team is then seeded. If 2 of the top 3 teams do not return there
will be no seeding. The 1st
and 2nd seeds will not be in the same pool.
D.
All DI District Championship games
must be played the first complete weekend in May (no Friday’s) and no
split weekend (example:
Saturday is April 30th, Sunday is May 1st). If 13 or more teams are
entered - a second weekend may be needed it must be approved by the
District Sports Chairperson. No other NY Metropolitan AAU
sanctioned tournaments can be run during District Championships.
E. DII
District Championships will be the 2nd weekend in May. No other
NY Metropolitan AAU sanctioned tournaments can be run during
District Championships.
F.
Four game guarantee for all teams
entering District Championships.
G. Official
tournament rosters and entry fees are due
to the Host Tournament Director by the second week of April.
Photo ID’s must be presented for all players 14u and older
before the first game.
Copies
of birth certificates and AAU cards must be given to tournament director
before team can play their first game.
H. No
all-star or all tournament awards.
I.
Entry
fees:
a. $450.00 for
District Championships
c. Admission fee
charged at the door can be no more than $8 per day. Admission fee
can be lower.
J. Coaching
restriction: District Championship Tournament Director CANNOT
coach any team competing in the tournament for which he/she is director.
K. All
DII teams entered count towards the total number of teams in the DI
District Championships that are used for qualifying teams for Nationals.
L. Coaches
Dress Code: All bench
personnel, both male and female, must adhere to the COACHES DRESS CODE by
wearing a shirt with a collar, long pants or dress shorts/skirts, and
closed toe shoes. Each violation will result in a technical foul.
M. One
visible 30 second shot clock in full view of both team benches.
N. Game times
will be the same as the AAU National Tournament game times up until age
13u. High School ages - 14u, 15u, 16u, 18u will use two 16 minute
halves.. Exception: warm-up will be a minimum of 7 minutes and a 5
minute halftime. Games must start at time posted on schedule given
to all participants. Game rules will be NY State Federation rules.
1 and 1 on 10th, 4 full, 2 30 sec. timeouts, player disqualification on
5th foul and on free throws players can enter the lane on the release.
O. The first
game of the day will be scheduled no earlier than
8:30 a.m.
and the last game no
latter than
9:00 p.m.
P. Teams
will not play more than 3 games in a day, with at least 75 minutes between
each game. A team playing a third game in the day will not be
matched with a team playing their first game of the day.
Q.
Each team must provide (1) official AAU sanctioned basketball (Rawlings 10
panel) for all games. Officials will select one game ball from the
two basketballs presented by teams
S. Board
Certified referees must be used. 2 referees per game. If 3 referees are
used, it must be for every game in the tournament.
T. Medical
personnel must be present at all games. See section III, paragraph B.
U. Minimum
court requirements -
regulation
High School
court dimensions.
V. Official
Scorers and tournament personnel are the only personnel allowed at the
scorers table. The referees
have the authority to remove an unruly representative.
The tournament director will provide official score sheets.
W. Secure
score sheets during halftime.
X.
Basketball
officials may not work a game in any age group where they are related to
any member of a participating team.
NOTE:
The
Girls' Basketball Committee Chairperson has the right to retract the
sanction for a District Championship from a host club if the club is
not complying with the established guidelines. Any club that violates the
deadlines and requirements for hosting the District Championships
may not be considered as a potential host for the next two years.
II.
District Championship Bid Procedures (DI only):
A. Bids for
the District Tournament are due no later than January 5th,
2007.
B. The
District Championship bid selection committee will meet in a timely fashion after the GBC
Chairperson has received the DI District Championship bid forms. Clubs awarded
District Championship bids will be notified by phone/fax within three days.
C. The
District Championship bid selection committee will consist of GBC members appointed by
the GBC Chairperson.
D. A club
must have participated in an District Championship for 2 separate prior
years to be eligible to enter a bid. The Chairman may waive this rule if
additional clubs are needed to host championship tournaments.
E. A bid
awarded to an organization cannot be transferred to another organization.
The GBC must be notified if the host organization turns back the bid.
III.
Once awarded a bid, a Host Club is required to do the following:
A. A list of
gyms and commitment letters for those gyms and AAU Sanction #’s for the
tournament are due to the GBC Chairperson by March 1. The facility should
have locker room available. Any host club unable to supply this
information will lose the bid for the age group/groups they have
been assigned.
B. Qualified medical personnel are: Certified Athletic
Trainer, EMT, RN, MD. Medical personnel will provide emergency
services only. Athletic taping of ankles, etc. is not a required
service. Staff accompanying the team must provide these services and
supply their own tape and pre-wrap.
E. Tournament
announcements must be mailed to members no later than March 15th.
The announcement should conform to the sample provided in the
appendix section of the AAU codebook.
F. Deadlines
for entering the District Championships for all age groups will be uniform
– all entries must be received no later than the 3rd weekend in April.
G.
Format: All age groups will be Pool Play
format. Once teams are set - Tournament =director must give pool play
format to girl's basketball Sports Chairperson for approval.
J. The entire tournament schedule must be submitted to the GBC Chairperson one week
prior to the tournament start date.
K. Tournament
schedules must be provided to participants one week prior to the
tournament start date.
L.
Medal Ceremony must be public and follow completion of each game where
medals are to be awarded. The third place medals will be given out
at the conclusion of the game. First and second place medals will be
given out immediately following the Championship game.
IV.
Duties of the Girls' Basketball Chairperson
A. Chair
annual meetings; scheduled in conjunction with the Metropolitan
District annual meeting.
B. Chair
District Tournament Selection Committee.
C. Attend or
appoint representatives for the Annual AAU Convention. Attendance at all
meetings of the National Girls Basketball committee is required.
D. Represent
or appoint a qualified representative at District Executive Board
Meetings and Registration Committee meetings.
